Is there any one single game that has all 1025 pokemon, megas and regional variants with a lot of postgame?

I've tried looking everywhere but there is almost nothing. Everyone either doesn't put in all the pokemon or there's not enough postgame.

Pokemon Anil, Blossom of the soul, Project revival and Innocent soul all have every pokemon but almost no postgame or battle facilities. Pokemon Shattered light is like almost there but its full of bugs and was never updated. It has up to gen 8 but i don't mind. The game itself is just very direft of content outside of the shadow pokemon, and the purify chamber is bugged. Anil also has gameplay issues with experience gain gatekeeping where you earn 10x less experience if you are even one level above a certain threshold.

Very few completed games I've found feature a game with a full dex past gen 7 and a postgame and ones that will have a full 1025 dex and postgame aren't finished yet.

I need to find at least one, something that has a bunch of content like insurgence. Something with a lot of the following criteria:

All pokemon, all 1025 with all existing regional variants, no exceptions.
Following Pokemon
All Mega evolutions
Multiple battle facilities
No off the trail experience. No togglable ev/ivs, no open world, no experience gain controlling, no level cap (though i guess it does help things be balanced). Just a basic vanilla pokemon journey with a large postgame.
Unique legendary locations (idc if its Hoopa rings).
custom mons or regional variants (this is optional)

I need something to satisfy this craving since gamefreak won't do it themselves. Pokemon Decades isn't something I'd play either btw. Its not really story driven and its customizable from the beginning. I'm not looking for that.

whether its a game from here or some other site I'm fine with that.

I created Pokémon Expedition out of the necessity of having everything that I personally wanted in a Pokémon game. Curated Dex, big, explorable cities and routes (at least bigger than vanilla), no gen 6+ gimmicks and wanting to make Team Rocket an actual threat to the regions instead of polite 1v1s. Then to give it it's own unique story tweaks, I added the clone arc inspired by the First Movie.

Since you are looking for something specific, I sincerely recommend you sit down and brainstorm some ideas. Take inspiration from the show and movies if needed as I did. Something that keeps your attention and won't bore you. I know that sounds cliche, but I'm speaking from experience. RPGMAKER XP is pretty cheap on Steam and Essentials has a lot of support. You don't even have to use modified sprites, etc as Essentials has plenty of FRLG sprites and there's a plugin for Pokémon up to the 9th generation.
