Pause Menu -> Pokedex -> DexNav opens an encounter list for the current area. Species you haven't seen yet will be shown as question marks.

It appears to work for other users. I'd guess it is your browser/anti-virus that is blocking the download. I'm sure we can get the game running for you somehow!
