Which legends do you not have? Yes, but not until obsidian city in the postgame I changed it to evolve at about lvl 24 to be in line with the other 2 starters

Download the game folder, extract the .rar folder, then just open the folder and run the game.exe You shouldn't really be changing things in the editor, especially without being able to edit the game as a whole It's not set to not be shiny so should be possible, but in honesty I've not tried

There is a cap on traded Pokémon, which goes up per badge you get. I think at badge 1 it’s level 20 and then goes up by 10 levels after each badge
